and what application can i use to open a "DAT" file?

ummm .dat files are for the program itself, you won't be able to open it.

as for the other file, google found nothing.. i doubt you'll be able to find it. is it for Vice City, though? it had a forum message about it, but no download links.

in media terms, a .dat file is what the mpeg is encoded to when making a VCD.

also, teccutsc.uha appears to be a file used by GTA vice city, so I have no clue how you're gonna find that on its own.
